The Essex County Board of Supervisors will hold a Public Hearing on May 10, 2011, at 10:05 a.m. in the Board Room, County and School Board Complex, Cross Street, North, Tappahannock, Virginia, to receive comments on two plans which it is considering for the redistricting of Essex County for purposes of local elections.
The redistricting plans set forth the boundaries of the four election districts for members to the Board of Supervisors and the School Board, and establishes precincts and polling places. The first plan would move a single Census Block, 3063, from the Central Election District to the South Election District, resulting in a shift of 273 persons between districts in order to equalize the population in each District. With this move, the maximum deviation among the election districts is 5.56%. This plan would not involve any changes in either the North Election District or Greater Tappahannock Election District. The second plan would shift Census Block 3039 from the Central Election District to the North Election District, Census Block 3000 from the North Election District to the Central Election District, Census Blocks 2051, 2049, 2047, 1021, 1024, and 2074 from the Greater Tappahannock Election District to the Central Election District, Census Blocks 3038 and 3052 from the South Election District to the Central Election District, and Census Blocks 3060 and 3063 from the Central Election District to the South Election District in order to reduce the deviations among the election Districts further. The total number of persons shifted among Districts in Plan Two is 639. The total deviation in this plan is 3.05%.
In both plans, the precinct boundaries are realigned to conform to the shift in population. After the close of the Public Hearing, the Board will consider taking action to adopt one of the two plans. Maps for each plan along with supporting statistics are available for viewing at the Office of the County Administrator, 205 Cross Street, Tappahannock, Virginia, from 8:30 a.m. until 4:30 p.m., Monday through Friday, the School Board offices, the public library, and on the County’s website.
